Irwin Jay Deutch

Irwin Jay Deutch is Managing Partner of The Valor Club Partners, LLC. He is also Chairman of the Board, President, and Chief Executive Officer of Century Pacific Equity Corporation (“CPEC”) and its Affiliates. Mr. Deutch is recognized as an expert in the field of affordable housing and frequently addresses professional groups on topics of real estate investment, syndication, tax law, and the Low-Income Housing Tax Credit program. Mr. Deutch has been involved with low income housing investments since 1968, being the individual general partner in 83 private limited partnerships and two public limited partnerships investing in 236 properties, including 223 multi-family properties with 33,700 apartment units, 10 commercial and 3 hotel properties.

Most of the private limited partnerships have invested in affordable housing. In his capacity as general partner and officer of CPEC, he oversees the management of these partnerships and assumes overall responsibility for the development, direction, and operation of all affiliated CPEC companies.

Mr. Deutch received a B.B.A. with distinction from the University of Michigan School of

Business Administration in 1962 and a Juris Doctor degree with honors from the University of Michigan Law School in 1965. He is a member of the Order of the Coif. Mr. Deutch served in the Honors Program in the Office of the Chief Counsel of the Internal Revenue Service from 1965 to 1967 where he was assigned to the Interpretative Division in Washington, D.C. He attended Georgetown Law Center and received his Master of Laws degree in taxation in 1967.

Thereafter, Mr. Deutch interned with the Honorable Damon J. Keith, United States District Judge for the Eastern District of Michigan, for slightly over a year. He became the senior partner of a Michigan law firm which specialized in tax and business law, with a particular emphasis on real estate. He served as an associate professional with respect to a number of real estate partnerships which involved federal and state government-assisted housing programs. In addition, he participated as a general partner in a number of partnerships which acquired conventionally-financed multifamily housing projects. He was an adjunct Professor of Law, Federal Estate and Gift Tax Law, at Wayne State University Law School and served in that capacity from 1969 through 1975 on a part-time basis, while continuing his law practice and real estate activities. In 1980, Mr. Deutch moved to California and continued his private law practice. In 1981, he established a branch of a New York investment firm in California. He was involved with that project for approximately one year. During the time he was associated with the investment firm, he was of counsel to the Los Angeles law firm of Manatt, Phelps, Rothenberg & Tunney. In June 1982, he founded Century Pacific Investment Corporation for the purpose of providing various services to the multifamily housing industry, including real estate syndication services to real estate projects and partnerships.

Mr. Deutch was a member of the tax credit coalition and served as a vice president of that organization. He is a member of the State Bars of California and Michigan. He participates in numerous charitable community and civic activities and currently serves on the National Executive Board of the American Friends of the Israel Museum, has been very active in the Georgetown Law Center having served as chair of west regional campaign and leadership council, has supported the Los Angeles Music Center, LA County Museum, the National Mental Health awareness campaign, the Gabriella Foundation, and other such organizations.

Additionally, Mr. Deutch works closely with many non-profit groups which provide social services to properties in which he is involved.
